Eight townhouses in 2022, 24 condominiums now

Surf Row Residences was launched in May 2022 by Lineaire Group as eight townhouses at 8800 Collins Avenue, designed by Rene Gonzalez Architects: three to five bedrooms, 3,500 to 5,600 square feet of interior space, more than 2,000 square feet of outdoor space each, and prices from $5 million. Construction could begin in the second quarter of 2023, with completion expected in 2024 (The Real Deal, 31 May 2022). The Town of Surfside approved an eight-unit site plan with 18 parking spaces on 29 November 2022; it was never built (Town of Surfside, Resolution 2025-Z-3397).

In 2024 the plan changed. The owner, 8800 Collins Owner, LLC, applied to the Town in June 2024 for a new site plan, and its July 2024 letter to the Town’s planner says the project approved in 2022 “did not have enough market interest to be viable”. On 31 October 2024 The Real Deal reported that LD&D and its partners were relaunching sales of a different building: 25 condominiums of 900 to 2,000 square feet, one to three bedrooms, priced from $1.4 million to about $4 million. After Planning and Zoning Board hearings in October and December 2024 and January 2025, the Town Commission approved a 24-unit site plan with 44 parking spaces on 13 May 2025 (Resolution 2025-Z-3397). The Town’s May 2025 resolution, the developer’s website and every report I found from November 2025 onward give 24.

The design team changed with the scheme. The building going up is by Alfonso Jurado Architecture and Boris Pena Architects, described as a low-scale building shaped by its coastal context, with layered glass façades, skylit interiors and integrated landscaping (Florida YIMBY, 25 March 2026). It differs from the 2022 townhouses in the number of homes, their size, their price and their architect.

Smaller homes, higher price per foot

The two Real Deal articles give a starting price and a smallest size for each scheme, so the per-foot arithmetic is simple. The sources do not say whether the from-price applies to the smallest home, so these are rough marks, not a price list.

  • 2022 scheme: 8 townhouses, from 3,500 sq ft, from $5,000,000 (The Real Deal, 31 May 2022) → roughly $1,429 per square foot.
  • Relaunched scheme: 25 units reported in October 2024 (24 in the Town’s May 2025 resolution and the reports since November 2025), from 900 sq ft, from $1,400,000 (The Real Deal, 31 October 2024) → roughly $1,556 per square foot.

On those figures the smallest homes are about 74% smaller, the starting price is about 72% lower, and the rate per square foot is roughly 9% higher.

I have not found a source that says how the new prices were set, so I am not going to guess why the rate per foot rose while the ticket fell.

The developers have given a reason for the redesign. Diego Bonet, managing partner of LD&D, told The Real Deal (31 October 2024): “Everyone thought the world was going to be a different place. As the market continued to evolve, and things went back to normal, we made the decision to make the units smaller.” The applicant’s July 2024 letter to the Town says the project approved in 2022 “did not have enough market interest to be viable”.

For a buyer, the practical read is this: at roughly $1,556 per square foot on the reported starting figures, in a 24-home building a block from the beach (Florida YIMBY, 6 November 2024), the useful number is what comparable Surfside stock trades at per foot — not the headline $1.4 million. Ask the sales team for the price and size of each residence that is actually available.

Where construction stands, as of 25 September 2026

The dated milestones I found, each with its source:

  • Land purchase, 25 August 2021, $7,300,000 — a warranty deed that the county flags as qualified by exam of deed. The buyer was 8800 Collins Owner LLC, the same entity the Town’s resolution names as the applicant and fee simple owner (county record, retrieved 25 September 2026; Town of Surfside, Resolution 2025-Z-3397).
  • Sales relaunched, October 2024, on the redesigned scheme (The Real Deal, 31 October 2024).
  • Town of Surfside site plan approved, 13 May 2025 — 24 dwelling units and 44 parking spaces (Resolution 2025-Z-3397).
  • Groundbreaking, 12 November 2025 — listed in the Town Manager’s report of 9 December 2025. Traded (13 November 2025) and Multi-Housing News (14 November 2025) reported that the developers had begun construction; Multi-Housing News named Rinaldi Group as general contractor and said no sales figures had been released.
  • Town status, January to July 2026 — the Town Manager’s reports of 13 January to 16 July 2026 list the project as Pre-Construction, with “Zoning Review” added from 12 May 2026. I have not found a source that says what the zoning review concerns, and the 11 August and 3 September 2026 reports carry no such table.
  • $30,500,000 construction loan from Maxim Capital Group, reported March 2026 by Commercial Observer, PROFILEmiami and Florida YIMBY; PROFILEmiami described the project as advancing toward vertical construction.
  • $23,000,000 in presales, reported by a representative of the development team (Commercial Observer, 19 March 2026).
  • Completion targeted for 2027 (Commercial Observer, PROFILEmiami and Florida YIMBY, March 2026).

Those cover the land, the approval, the groundbreaking, the financing and the presales — the things I ask about first. The presales figure is the development team’s own statement, and the county roll shows no unit folios to check it against. Whether work is now above ground is not settled by anything I found: the developers say construction began, the Town lists Pre-Construction, and I have not found a building-permit record, a report of progress dated after March 2026 or the recorded mortgage behind the loan. Diego Bonet described the financing as “an important step forward as we bring Surf Row’s vision to life”.

The completion target has moved. At the May 2022 launch of the townhouse scheme it was 2024; at the October 2024 relaunch it was 2026, with groundbreaking planned for summer 2025; in the reports from November 2025 to March 2026 it is 2027, and the groundbreaking was held on 12 November 2025 (The Real Deal, 31 May 2022 and 31 October 2024; Town Manager’s report, 9 December 2025). I have not found a source that says why the dates moved. If a 2027 closing matters to your plans, build in room.

The Town’s resolution attaches public-realm items to the approval as conditions: 88th Street resurfacing and a wider sidewalk with an estimated value of $350,000, a $200,000 payment to the Town in place of landscape islands, and $450,000 for improvements at Veterans Park and the Town Tennis Center — $1,000,000 in all. The press describes a pledge of $1 million towards improvements along 88th Street and nearby public spaces (Florida YIMBY, 25 March 2026); I have not found a source that says the two are the same commitment.

The site, and the address that will not search

A practical note that will save you an hour. Surf Row markets itself at 8800 Collins Avenue, but a search of the Miami-Dade County Property Appraiser for that address returned no record on 25 September 2026. The parcel is indexed as 8809 Harding Avenue — folio 14-2235-005-0360. The Town of Surfside’s resolution describes the site as 8809 Harding Avenue, “known as 8800 Collins Avenue”, and The Real Deal wrote “8800 Collins Avenue (formerly 8809 Harding Avenue)” on 31 October 2024.

What the county shows there, as at 25 September 2026: a single parcel of 28,565 square feet (about 0.66 acres) in the legal description, classified “VACANT LAND – COMMERCIAL” with a year built of zero and no building record, assessed for 2026 at $5,706,525, all of it land value, in the name of 8800 Collins Owner LLC. The county roll shows no unit folios, so it has no recorded unit count, floor plans or unit sales. Florida assesses real property as of 1 January and puts no value on improvements not substantially completed by then (Florida Statutes 192.042), so the 2026 assessment carries no value for a building. Other measures of the site differ a little: 28,069.63 square feet in the Town’s October 2024 zoning table, 0.7 acres in The Real Deal and 0.6 acres in Commercial Observer.

The 25 August 2021 purchase at $7,300,000 is flagged qualified by the county (its description: “Qual by exam of deed”): about $256 per square foot of land on the county’s 28,565 square feet, on a non-waterfront site.

That last word is worth pausing on. The site is not on the water. The Real Deal (31 October 2024) calls it a non-waterfront lot, Commercial Observer (19 March 2026) puts it a block west of the beach and facing 88th Street, and the Town’s zoning table places it between Collins and Harding Avenues, north of 88th Street; the applicant’s letter puts it across 88th Street from the Town’s Veterans Park and Tennis Center. Florida YIMBY (25 March 2026) says the rooftop pool deck has ocean views, and PROFILEmiami (24 March 2026) places the project near The Surf Club. The developer’s neighborhood page puts Bal Harbour Shops “a mere eight blocks away”. Compare it with oceanfront Surfside stock like for like: it has no waterfront position, and I have not found a source that prices the difference.

What to check before you buy here

  • Which scheme your paperwork describes. The 2022 launch was eight townhouses and the scheme relaunched in October 2024 is a different building. If you signed anything on Surf Row before October 2024, confirm in the offering documents which building and which plans your contract covers.
  • The price per square foot, not the headline price. At roughly $1,556 per foot on the reported starting figures, ask for recent Surfside per-foot comparables before deciding what that rate is worth.
  • The final unit count and mix — reported as 25 in October and November 2024 (The Real Deal, the Town’s planning packet, Florida YIMBY) and as 24 from the Town’s May 2025 resolution onward. Confirm what is being built and how many homes share the amenities and the budget.
  • The completion date in the contract, and the remedies if it slips again. The reported target has already moved from 2024 to 2026 to 2027.
  • The RH furnishing package terms — reported at $50 to $80 per square foot (The Real Deal, 31 October 2024). The developer’s website lists the RH furnishing packages as optional; confirm what exactly they include.
  • What the beach butler service and the amenity programme cost to run, per home, per month. In a 24-home building, more than 6,400 square feet of amenities and a staffed service are divided among very few owners.
  • The public-realm commitments in the Town’s resolution — the 88th Street works, the payments to the Town and the maintenance agreement — and whether any part of the cost or upkeep is passed on to owners.

Surf Row has broken ground with reported financing, and the scheme being built is the 24-unit one, not the 2022 townhouses. Confirm the plans, the price and the completion terms in the offering documents before you rely on any figure on this page.

Because the county indexes the parcel as 8809 Harding Avenue, folio 14-2235-005-0360. A search for 8800 Collins Avenue returned no record on 25 September 2026. The Town of Surfside’s resolution describes the site as 8809 Harding Avenue, known as 8800 Collins Avenue, and The Real Deal wrote “8800 Collins Avenue (formerly 8809 Harding Avenue)” on 31 October 2024.

Who is developing Surf Row Residences?

The developer named on the project website and in the Town’s resolution is 8800 Collins Owner, LLC.
